Pune: Engineers Face Probe for Misusing TDR Despite PCMC Commissioner’s Ban

Pimpri, 25th June 2025: In a serious violation of administrative orders, two engineers from the Pimpri-Chinchwad Municipal Corporation (PCMC) allegedly misused Transferable Development Rights (TDR) from Moshi on a housing project in Ravet, despite explicit instructions from Municipal Commissioner Shekhar Singh prohibiting such usage.
The engineers in question — Junior Engineer Sambhaji Gaikwad and Deputy Engineer Dinesh Phatak — were responsible for technical and administrative duties related to building permits and had been assigned oversight of construction permissions in the Ravet area.
According to reports, Commissioner Singh had categorically instructed officials not to apply TDR acquired from Moshi to any properties in Ravet. However, both Gaikwad and Phatak reportedly approved the usage of Moshi TDR for a Ravet-based construction project, misleading the administration in the process.
Upon discovery of the unauthorized TDR allocation, both officers were issued show-cause notices and asked to provide clarifications. However, the explanations submitted were deemed unsatisfactory by the administration.
As a result, Commissioner Shekhar Singh has ordered a departmental inquiry against both officers. Additionally, he has directed their transfer from the Building Permission and Unauthorized Construction Control Department to the Water Supply Department.
